The purpose of hazard communication is to provide information to users of hazardous chemicals and chemical mixtures so that they can protect themselves from any physical and health hazards through the use of SDS and/or product labels.

Many global jurisdictions have enacted legislation defining the method of hazard communication for both industrial and consumer products.  In some jurisdictions, such as Europe, both consumer and industrial product SDS and labelling requirements are addressed by one regulation. In others, industrial and consumer product SDS/labelling requirements are addressed separately.

The US addresses industrial products under OSHA’s (Occupational Safety & Health Administration) Hazard Communication Standard (29 CFR 1910) and consumer products under the Consumer Product Safety Commission’s (CPSC) Federal Hazardous Substances Act (FHSA).  In Canada industrial and consumer products are addressed by the Hazardous Products Regulations (HPR) and Consumer Chemicals & Containers Regulations (CCCR); respectively.
