Green chemistry, also known as sustainable chemistry, is a legislation that targets the design of chemical products and processes to reduce or eliminate the use or generation of toxic substances that may harm human health and the environment. Green chemistry applies across the life cycle, including the design, manufacture, and use of a consumer product. The proposed regulation covers a wide range of consumer products, ranging from toys and textiles to furniture and cosmetics.

California has become a pioneer in requiring sustainable chemistry. On June 23, 2010, California’s Department of Toxic Substances Control (DTSC) released the Draft Regulation for Safer Consumer Products. The draft regulation sets a science-based process for the evaluation of chemicals of concern in products. It implements a key component of the 2008 Green Chemistry Initiative. The goals of this regulation are to:

  • Identify and prioritize toxic chemicals and consumer products
  • Require manufacturers to find safer alternatives
  • Establish stricter compliance enforcement
