Cosmetic Safety Substantiation

Cosmetics manufacturers are obliged to ensure the safety of cosmetics under customary use and reasonably foreseeable conditions of misuse.

In the US, a cosmetic product, the safety of which has not adequately been substantiated, must bear the conspicuous statement “Warning – The safety of this product has not been determined” on the Principal Display Panel (PDP) of the outer packaging. Evidence of safety in the form of an assessment by a qualified person, who has taken into consideration the general toxicological profile of the ingredients, their chemical structure and their level of exposure, is accepted in both the EU and US.
