Indonesia – New Requirements for Azo Dyes, Formaldehyde and Extractable Heavy Metals Content in Infant Apparel

On Feb. 17, 2014, the Ministry of Industry of Indonesia signed regulation No.07/M-IND/PER/2/2014, which will become mandatory on May 17, 2014, or three months after the decree was signed. This regulation supersedes previous regulation that went into effect in 2012.

The 2014 decree requires additional testing for Extractable Heavy Metals based on the SNI 7617:2013 Requirement for Azo Dyes, Formaldehyde and Extractable Heavy Metals content in fabric for infant apparel.

SNI 7617:2013 Safety Requirements:

 Products shall comply with the following chemical requirements:

¹ List of group III aromatic amines (MAK-Germany) category 1 and category 2 according to SNI 7334 Annex A

² Based on the SNI ISO 14 184 if less than 20 ppm are reported “not detected”

Testing to certify the compliance of product with SNI 7617:2013 is required only for the fabric of infant clothing. The certificate (SPPT-SNI) shall be issued by certified Ls Pro (Indonesia Product Certification Body), based on testing conducted at a testing laboratory that has been appointed by Ministry of Industry as below:

  1. Local Lab which is Certified by ISO 17025 for the scope of SNI 7617:2013
  2. Overseas Lab which signed the Mutual Recognition Arrangement (MRA) with APLAC/ILAC and government has bilateral agreement for technical regulations

Intertek Indonesia (PT. Intertek Utama Services) is one of the appointed laboratories.

Issuance of SPPT-SNI shall conform by Guideline Standardization (PSN) 302:2006: Assessment Suitability – Fundamental Product Certification through quality conformance testing of products in accordance with SNI 7617:2013

  • a. For domestic production, samples are taken from the production lot\batch
  • b. For imported products, sample are taken from the lot in each shipment at Port of country of origin

Regulation No.07/M-IND/PER/2/2014 in conjunction with Labeling Regulation will required the SNI number and title and SNI mark to be placed on each product.
