Impact, Overview, Fees and Action Required

Impact Statement:  A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation.  NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date of November 1, 2014 unless the product is found to comply with new/revised requirements.

Overview of Changes: The SDO and the STP have extended the Effective Date of certain requirements. The entire standard previously had an Effective Date of August 1, 2013, and these requirements have the new ED of November 1, 2014: 5.1.1, Table 5.1, Table 5.2, Table 14.1, 24.1, 25.2, and 25.4. Specific details of new/revised requirements are found in table below.

Processing Schedule:  So that production of products bearing Listing Marks will not be interrupted, the following schedule of approximate dates has been established to ensure Listing Reports are found compliant by ED:

  • March 1, 2014 = 8 Month Report Review – Intertek will review all Reports.  Update if compliance is verified or issue Findings Letter/Quote for any re-evaluations needed
  • May 1, 2014 = 6 Month Quote Cut-off – Quotes returned for necessary re-evaluations
  • October 1, 2014 = 30 Day Warning – Client advised of all non-compliant Reports to be Suspended
  • November 1, 2014 = Effective Date – ATM Suspended for all non-compliant Reports

Fees:  An initial review of Listing Report (s) will be covered by a direct billing project and will be invoiced at not more than $1000 per report.

Client Action Required:

Information – To assist our Intertek Engineer with review of your Certification Reports, please submit technical information in response to the new/revised paragraphs noted in the attached or explain why these new/revised requirements not apply to your product (s).

Current Listings Not Active? – Please immediately identify any current Listing Reports or products that are no longer active and should be removed from our records. We will do this at no charge as long as Intertek is notified in writing prior to the review of your reports.

Description of New/Revised Technical Requirements

NOTE: Additions to existing requirements are underlined and deletions are shown lined out below.

Table 5.2 (S100) Revised the Dielectric Constant maximum rating allowance of Silicone Rubber (S100) in Table 5.2 from 4.0 to 6.0.
5.1.1 Delete insulation types T90, T/N75, and M90; Add new insulation types X100P and X110P - cross linked/ polyolefin for special applications Reduce insulation thicknesses for 300 V Type X and T signaling cable, Increase voltage rating to 35kV, Add X100P and X110P. UL 1309 has been revised to delete the use of T90, T/N75 and M90 insulations. These are obsolete constructions and will be removed from your report if a construction covered. Should removal of these constructions leave no alternate insulated conductor types, the affected products/models will be withdrawn by the effective date.

Table 5.2 Change V rating to 35kV for E90 and X90; Delete X100 and X110 from 2001-35kV; Add all test parameters for X110P and X100P; Add specimen loading for heat deformation test; Delete mechanical water absorption test; Delete 75 C requirements for T/N90 and 90 C requirements for T75; Change cold bend test from 1 to 4 hours; Add conductor corrosion test Consistency with other UL wire and cable standards.  Also, the (Insulation) cold bend test time has been increased from one (1) hour to four (4) hours. In order to maintain your present Listing(s), Insulated conductors previously evaluated at the one (1) hour test time must be tested at the four (4) hour exposure time. Insulated conductors not subject to the four (4) exposures will result in removal of these specific insulated conductors from your report and/or withdrawal of the entire Listing should no compliant insulated conductors options remain.
Table 14.1 Add Type TPO cable jacket; Revise neoprene jacket tensile and elongation values; Delete Mechanical Water Absorption; Delete Heat Shock. The 75° C neoprene Jacket after aging physical properties requirements have been changed from absolute numbers to a 50 percent of original requirement in UL 1309. Products which employ a 75°C neoprene Jacket which has physical property results less than 50 percent of original requirement will result in removal of the specific jacket material(s) from your report and/or withdrawal of the entire Listing should no compliant Jacket material options remain
24.1 Increase sunlight/weather resistance test conditioning from 500 to 720 hrs. Products subjected to the Sunlight/Weather Resistance Test with exposure time less than 720 hours will result in removal of the specific jacket materials from your report and/or withdrawal of the entire Listing should no compliant alternate Jacket material options remain.
25.2 Increase flame test requirements. UL1309 now requires that the FT4/IEEE 1202 flame test be conducted on all construction other than those single conductor constructions described in 14.1.2.
25.4 Require single conductor cable to comply with VW-1 flame test. UL1309 requires that non-jacketed single conductor cables, 18 AWG or larger, rated 2 kV or less must comply with a VW-1 flame test. Non-jacketed single conductor cable (18 AWG or larger, rated 2 kV or less) cables that have not been evaluated to VW-1 flame test will result in removal of specific insulation from your report and/or withdrawal of entire Listing should no compliant insulation materials remain.
