Neil R. Bullock, B.Sc., MRSC Senior Manager, Chemistry

Within Intertek Scientific & Regulatory Consultancy’s Chemicals Group, Mr. Bullock’s primary responsibilities encompass the technical management of new substance notification projects and the provision of scientific advice for the notification of new substances, which included the European Union’s Dangerous Substances Directive, and now includes both new and phase-in substances for REACH.  This includes the assessment of technical data, the construction and review of masked names that protect the identity of notified substances, and the preparation of waiver requests, alternative methodology reports and read-across justifications for submissions according to the New Substances Notification (NSN) Regulations under the Canadian Environmental Protection Act (CEPA) and similar initiatives around the world.

Prior to joining Intertek in 1997, Mr. Bullock amassed more than 19 years of experience in the European chemicals industry, including dyestuff and specialty chemical manufacture, the formulation and application of light sensitive organic coatings, electrochemistry, formulated performance products for the printing industry and the operation of both batch and continuous processes.  He has held positions in production, research and development and, for the latter 9 years, in safety, health and environmental affairs (SHEA) with a major multinational chemical corporation.

In this last position, Mr. Bullock’s primary contributions were the proactive interpretation of evolving legislative requirements; the development and implementation of strategies for the successful notification of new chemical substances in Europe; the achievement of production cost/time savings through process simplification initiatives; and the application of a variety of detailed investigative techniques, including HAZOP and What if?, to Process Hazard Analysis. 

Coming from the chemicals industry, Mr. Bullock understands the differences between the viewpoints of industrial, environmental and regulatory chemistry, as well as industry’s need to balance technical and financial considerations.
Having successfully completed Part 1 of the Royal Institute of Chemistry’s Graduate qualification in 1977, Mr. Bullock studied Pharmacology at University College London, receiving a B.Sc. (Honours) in 1980.  Mr. Bullock became a Licentiate of the Royal Society of Chemistry in 1989, served on the Industrial Division, North East England Region Committee from 1991 to 1993, and became a Member of the Royal Society of Chemistry in 2001.  Mr. Bullock served on the Mississauga Board of Trade’s Environment Committee from 1997 to 2000.
