Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date of February 24, 2017 unless the product is found to comply with new/revised requirements.

Overview of Changes: Additional requirements and modification to existing requirements for adjustable cutting device. Specific details of new/revised requirements are found in table below.

If the applicable requirements noted in the table are not described in your report(s), these requirements will need to be confirmed as met and added to your report(s) such as markings, instructions, test results, etc. (as required).

Fees: So that production of products bearing the Listing Mark will not be interrupted, a quote will be issued for the Applicant to work with their local Intertek Lab to determine the necessary test program, sampling requirement and needed construction details and/or updated marking/instruction details.

19.102DV DR Modification:
The dimensions of the guard in relation to the front handle shall be such that it provides a protecting barrier to the cutting device relative to the top and sides of the front handle.

Compliance is checked by inspection and measurement.

For hedge trimmers where the cutting device can be adjusted left or right along an axis of rotation, the guard shall comply with the requirements of 19.102DV.1 and 19.102DV.2. For all hedge trimmers, the width of the guard, measured from the centreline of the cutter blade to each furthest left and right edge of the guard, shall be a minimum of 50 mm at a minimum height of 90 mm, measured perpendicularly from the shearing plane of the cutting device in the 0° position. (See Figure 105ADV.)

19.102DV.1 DR For hedge trimmers with an adjustable cutting device, the height of the guard shall be a minimum of 90 mm measured from the tip of the cutter blade tooth to the top of the guard in any orientation measured in a direction perpendicular to the shearing plane of the cutting device in the 0° position.

19.102DV.2 DR The width of the guard shall extend 25 mm beyond the blade tooth when the cutting device is adjusted to its full left and right rotational position. See Figure 115DV. For hedge trimmers with an adjustable cutting device, the height of the guard shall be a minimum of 90 mm measured from the tip of the cutter blade tooth to the top of the guard in any orientation measured in a direction perpendicular to the shearing plane of the cutting device in the 0° position.
19.103DV  D1 Modification: Replace 19.103 and Table 101 of this Part 2 with the following:
To safeguard against contact with the cutter blade, hedge trimmers shall be constructed to meet the requirements of one of the categories given in Table 101DV.

19.103ADV D1 Add the following text after Clause 19.103DV: Adjustable cutting devices (i.e. rotation of cutting device to left or right position)
19.103ADV.1 Where adjustable cutting devices are permitted in accordance with Table 101DV, they shall be lockable in the desired position. It shall not be possible to lock them in a position which contravenes other provisions of this Standard. It shall not be possible to operate the cutting device release control while operating the machine in normal use. The adjustable cutting device shall have locking detents at 0°, see Figure 116DV, and at each end of the maximum adjustment of the cutting device. Additional intermediate locking detents between these points are acceptable. The cutting device shall automatically lock into each locking detent position when adjusting the cutting device. 19.103ADV.2 An adjustable cutting device shall be provided with a momentary cutting device release control to disengage the cutting device from a locked position. A grasping surface in accordance with 8.12.2 b) 103) shall be provided for adjusting the position of the cutting device. If a grasping surface is designed with a grip zone adjacent and behind the cutting device, a barrier shall be provided to prevent inadvertent contact with the cutting device. The barrier shall have a minimum height of 6 mm as measured from the grip surface and be located between the grip zone and the cutting device.
19.103ADV.3 The cutting device release control shall be located outside the grasping area, indicated in 8.12.2 b) 103).

Compliance is checked by inspection.

19.103ADV.4 A cutting device release control mechanism shall have adequate strength and shall be sufficiently durable.

Compliance is checked by the following test.

The release control is conditioned by operating the control such that it is engaged and disengaged 2000 times in the manner described per 8.12.2 b). At the conclusion of the conditioning, the cutting device release control shall perform as intended and shall also comply with the following test:
A torque of 6 Nm shall be applied to the cutting device about the axis of rotation for 1 min. While the cutting device is in any locking detent position, the torque to the cutting device is applied in line with the direction of its intended cutting device rotation, and it is applied in each direction of rotation, as applicable.
During the test, the cutting device shall not disengage from the locking detent position(s), and the cutting device shall still be operational as a result of this test.
