PVoC (Pre-Export Verification of Conformity) for Exports to Uganda

Companies exporting to Uganda now require a Certificate of Conformity for products regulated under the Uganda Pre-Export Verification of Conformity to Standards Programme (PVoC).

To assure its consumers of the quality and safety of imported goods, the Government of Uganda implemented from June 2010 a series of guidelines known as a Pre-Export Verification of Conformity to Standards Programme (PVoC).

The PVoC verifies the conformity of all regulated products and enforces their standards. Compliance to PVoC requirements are applicable in addition to any existing import processes.

In November 2010 the Uganda National Bureau of Standards (UNBS) suspended the Pre-Export Verification of Conformity (PVoC) to Standards Programme until further reviews had taken place. However, in response to a demand by importers to continue to have their consignments assessed and certified at the point of origin, UNBS have authorised Intertek to continue to perform the PVoC requirements on those consignments submitted voluntarily by the importers.

Therefore UNBS and the Ugandan Customs will continue to recognize the Certificates of Conformity ( CoCs ) and Non Conformance Reports (NCRs) issued by Intertek for Custom clearance during this review period.

Whilst adherence to the PVoC is completely voluntary at this time, those consignments arriving without a Certificate of Conformity (CoC) as per the PVoC will be subject to a destination inspection by UNBS upon arrival at Ugandan ports and borders. In most cases this can cause a delay in goods clearing Customs.
