Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements.

Overview of Changes: Relocation of Component Standard References from Appendix A into the Body of the Standard as Component Requirements and the following related revisions: a) Adding References to the UL 60730-1 and Relevant Part 2 Standards, b) Elimination of Flashing Light Color Requirement and Clarification of Stop Condition and Exposed Moving Parts, c) Software Requirements for Software Performing Safety Critical Functions, d) Addition of Requirements for Evaluation of the Motor in the EndProduct, e) Elimination of the Limited Short Circuit Test, f) Direct Plug-In Rechargeable Appliance Requirements, g) Relocation of Interlock Requirements; and h) Materials in Close Proximity to Live Parts Requirements. Specific details of new/revised requirements are found in table below.

Description of New/Revised Technical Requirements
  Additions to existing requirements are underlined and deletions are shown lined out below
6.14.3 Printed wiring boards containing line voltage circuits shall be rated for direct support.
25.5 A moving part is considered to be acceptably enclosed if it cannot be contacted with the probe illustrated in Figure 7.1 when food pushers and interlocked covers and guards are left in place.
26.12 A malfunction or breakdown of any single electronic component, located in any circuit of the product, shall not result in increased risk of injury to persons, such as a loss of OFF control or unexpected operation. See 6.5.

Exception: An appliance employing accessible moving parts and electronic controls placing the appliance in stand-by mode, where a single malfunction of a component can cause unexpected operation, shall be provided with a motor control OFF switch in accordance with and be constructed with a light which flashes only when the appliance is in the stand-by mode. See also Exception No. 2 of, 69.25 and 73.32.
26.9 An interlock shall not be capable of being defeated by food materials that could
accumulate with normal use of the appliance. For the purpose of this requirement,
the interlock mechanisms shall not be located
a) Within the food processing area;
b) On surfaces over which food materials may be poured when emptying food
materials from the food processing area; or
c) On surfaces which are subjected to spillage or leakage of food materials during
the Overflow Test of 38.1 or the Test of Deterioration of Parts Subject to Flexing of
39.1 that could accumulate to defeat the interlock.
28.12InfoCoffee or grain mills
28.12.1 A coffee or grain mill shall be provided with a cover actuated interlock to prevent access to moving parts involving a risk of injury to persons.
28.12.2 The interlock system mentioned in 28.12.1 shall comply with the Interlock System Testing of Section 55, but the Interlock System Endurance Test of 55.2 shall be conducted for 6000 cycles.
54InfoSwitch Endurance Test Current for Appliances Rated in Wattage Only
Review and retest of un-Recognized switches where the wattage measured under normal load conditions is less than the rated wattage
54.1 To determine compliance with, the switch shall be subjected to an endurance test consisting of 6000 cycles of operation, making and breaking the rated current of the appliance. If the appliance is not marked with a rated current, the test current shall be the input current measured under maximum normal load conditions as specified for the Input Test of Section 33, but not less than the measured input current with the unit loaded to its maximum marked wattage rating. As a result of the endurance test there shall not be any electrical or mechanical malfunction of the device or undue pitting or burning of the contacts; and the fuse in the grounding connection shall not open. The appropriate impact test in accordance with and shall also be conducted on nonmetallic guards of moving parts capable of causing injury, such as food processor bowls and covers.
73.4InfoCord-connected knives
73.4.1(e) The following shall be included in the Instruction Manual for cord-connected knives in
addition to any other safety instructions required by the standard:
a) Add to 72.1(b):
″Do not operate knife in water or under running water.″
b) Add to 72.1(d):
″Disconnect when changing blades.″ (This is also to be provided on the product).
c) ″Blades are sharp. Handle carefully. Always handle blades with hand away from
cutting edge. Always store blades with cutting edge away from you.″
d) An illustration(s) showing the recommended procedures for handling blades of an
electric knife shall be included in the Instruction Manual. The illustration(s) should
depict the placement of the fingers and hand during such removal or insertion of the
blades – that is, the palm is on the dull side of the blade and the fingers away from
the sharp edge.
e) ″Carefully route the power supply cord to avoid damage from the knife blades
while cutting.″
73.7InfoKnife sharpeners
73.7.1 The following shall be included in the Instruction Manual for knife sharpeners in addition to any other safety instructions required by the standard:
a) ″Carefully route the power supply cord to avoid damage from the knife blades while sharpening.″
