Intertek, a leading international provider of quality and safety solutions, has partnered with the China National Institute of Standardization (CNIS) to support the development and implementation of energy-efficiency standards in China and to promote Chinese energy-efficiency standards overseas. An official signing ceremony was held in Beijing on 23 July 2008 between the parties.

Intertek and CNIS will work together in support of a number of objectives in the area of electrical product energy efficiency under the “EU-China Energy and Environment Program” (‘EU-CN Program’). The EU-CN Program was jointly launched by the Chinese State Development and Reform Commission and the European Union in 2004 and involves projects on renewable energy development and energy saving, including the introduction of the ‘China Energy Label’ which is applied to products to show their energy efficiency.

CNIS identified Intertek as their primary partner for all international energy and environment initiatives due to Intertek’s advanced energy efficiency concepts and expertise. Intertek is a global leader in energy efficiency testing and standards development, with a global network in more than 100 countries and over 100 years experience.

Under the new arrangements, Intertek will help CNIS to further develop China’s energy efficiency standards and labeling system. Intertek will also assist CNIS by providing training courses to manufacturers in China; educating Chinese consumers through retail promotions; and executing random testing in China to increase awareness of energy efficiency and the performance efficiency of China-made products. Internationally, Intertek will introduce China’s contribution global energy saving to the international community, and help increase global recognition of the China Energy Label and CNIS’ initiatives.

The China Energy Label is a mandatory labeling scheme introduced by the government that enables consumers in China to compare the energy efficiency of products and provides incentives for manufacturers to improve the energy performance of appliances. The label system applies not just for domestic manufacturers, but also for importers and exporters. Under recent Chinese Energy Conservation Law changes, certain imported products on the list of energy-efficiency rating label must be re-rated in the Chinese system. Intertek is the only organization authorized by CNIS to handle the China Energy Label registration services for overseas companies.

In China, Intertek laboratories in Shanghai, Hangzhou & Guangzhou are approved testing labs. Internationally, Intertek has laboratories approved by North America’s Air-Conditioning, Heating, and Refrigeration Institute (AHRI). Intertek’s laboratory at Milton Keynes, UK is the key partner of the Marketing Transformation Program (MTP) led by the UK Department for Environment, Food and Rural Affairs.

With increasing awareness of environmental issues over 40 countries and regions have developed and released unique energy efficiency directives. As a result of this trend, manufacturers are facing intensified “green” challenges. To help with these challenges Intertek started building energy efficiency labs in 2006 for refrigerators and air-conditioners in China, and launched the Intertek Energy Efficiency Service Program in Asia Pacific. On 11 July, 2008, Intertek awarded their first ESM (energy-saving mark) certificate to Haier’s “power-saving air-conditioner” with “smart power-saving technology governor” to further upgrade Haier’s air-conditioner quality level.

A “Global Energy Efficiency Directive and Solution Seminar” organized by Intertek is being conducted in Hangzhou on July 24, 2008 and Guangzhou on July 29, 2008 aiming to provide manufacturers with the latest updates on global energy efficiency and EuP directive as well as solutions to overcome export difficulties.
