Results of China Market Textile and Footwear Spot Checks in December 2013

Outdoor Apparel

Functional outdoor clothing brands often include claims, such as windproof, waterproof, breathable, lightweight, UV protection, wear-resistant, to market their apparel. In order to substantiate these performance claims, the Beijing Consumer Association recently conducted a comparative testing study on outdoor functional clothing sold via online retailers and found that more than half of the claims are overstated.

Officials of the Beijing Consumer Association said that the outdoor functional clothing carrying performance claims like windproof, waterproof and other special functions requires certain technical content in the process of machining, resulting in increased production cost which also reflected in the price.

The test results showed that half of the claims are overstated. 22 samples of 40 samples do not meet the requirements of GB standards. Among them, clothing with claims of water absorption and quick dry represented the majority of the false performance claims.

Water absorption and quick dry properties are the functions of clothes that can absorb and vent sweat quickly and keep body dry. A total of 34 samples in the comparative experiments claimed these functions. A total of 16 samples were found unqualified with the claim of water absorption and quick dry and a total of 6 samples were failed because of  water proof property claims. In addition, fiber content of 3 samples was not representative of the labels.

The result of this study showed that the quality of functional clothing is low in both flagship stores and other merchants, with a pass rate is below 50%. Because of this, the Beijing Consumer Association reminds consumers to shop only at online retailers with a good reputation and to also retain receipts to safeguard their rights and interests when quality problems arise.

Handbags and Knapsacks

The Shanghai Municipal Bureau of Quality and Technical supervision launched a special product quality supervision and inspection for handbags and knapsacks. The spot check inspected 30 batches of samples; 18 batches were found unqualified.

This spot check was conducted according to the standards QB/T 1333-2010 "Handbag and knapsack" and related standards. The key items inspected on these samples were label, appearance, shock impact strength, seam strength, accessories, zip durability, color fastness to rubbing, formaldehyde and AZO.

Primary failed items: shock impact strength, seam strength, color fastness to rubbing

Assembled spectacles

The Henan Bureau of Quality and Technical supervision launched a special product quality supervision and inspection for assembled spectacles. The spot check inspected 319 batches of samples; 5 batches were found unqualified.

This spot check was conducted according to the standards GB 13511.1-2011 "Assembled spectacles - Part 1: Single-vision and multifocal" and related standards. The key items inspected on these samples were difference of spherical power, difference of cylinder power, difference of cylinder axis, optical center horizontal deviation, optical center horizontal deviation of one-side, optical center vertical deviation, defects and surface quality, quality of assembly and label.

Down and Feather

The Henan Bureau of Quality and Technical supervision launched a special product quality supervision and inspection for down and feather products. The spot check inspected 9 batches of samples; 2 batches were found unqualified.

This spot check was conducted according to the standards GB/T 17685-2003 "Down and feather," GB/T 10288-2003 "Testing methods for down and feather" and related standards. The key items inspected on these samples were feather analysis, filling power, oxygen number, turbidity, fat and oil content, moisture content, odor, mesophilic aerobic bacteria content, fecal streptococci, sulphite-reducing clostridium and salmonella.

Casual Wear

The General Administration of Quality supervision, Inspection and Quarantine of the People’s Republic of China launched a special product quality supervision and inspection for casual wear. The spot check inspected 180 batches of samples; 28 batches were found unqualified.

This spot check was conducted according to the standards GB 18401-2010 "National General Safety Technical Code For Textile Products" and related standards. The key items inspected on these samples were formaldehyde, AZO, pH value, fiber content, color fastness to water, color fastness to dry cleaning, color fastness to dry rubbing, color fastness to perspiration, color fastness to light and color fastness to washing.

Primary failed items: AZO, fibers content, pH value, color fastness

Cashmere Knitting Goods

General Administration of Quality supervision, Inspection and Quarantine of the People’s Republic of China launched a special product quality supervision and inspection for cashmere knitting goods. The spot check inspected 90 batches of samples; 3 batches were found unqualified.

This spot check was conducted according to the standards GB 18401-2010 "National General Safety Technical Code For Textile Products," FZ/T 73009-2009 "Cashmere Knitting Goods" and related standards. The key items inspected on these samples were fiber content, pH value, AZO, color fastness to perspiration, color fastness to water, color fastness to dry rubbing, color fastness to washing and bursting strength.

Primary failed items: fibers content, pH value, color fastness to perspiration

Fast Fashion – Adult clothes

The China Consumers Association recently launched a comparative test for fast fashion – adult clothes. The spot check inspected 70 batches of samples; 25 batches were found unqualified.

This spot check was conducted according to the standards GB 18401 "National General Safety Technical Code For Textile Products," GB 5296.4 "Instructions for use of products of consumer interest–Instructions for use of textiles and apparel," FZ/T 01053-2007 "TextilesDesignation of fiber content " and related standards. The key items inspected on these samples were label, fiber content, formaldehyde, pH value, color fastness to water, color fastness to perspiration, color fastness to rubbing, color fastness to dry cleaning, color fastness to washing, color fastness to light and specification, presence of odor, AZO, pilling and tear strength.

Cashmere and Woollen Sweaters

The Qingdao Protection Commission of Consumers’ Rights and Interests launched a comparative test for cashmere and woollen sweaters. The spot check inspected 30 batches of samples; 17 batches were found unqualified.

This spot check was conducted according to the standards GB 18401-2010 "National General Safety Technical Code For Textile Products," FZ/T 73009-2009 "Cashmere knitting goods," FZ/T 73005-2012 "Low wool content and wool like knitting goods," FZ/T 73018-2012 "Wool knitting goods," GB 5296.4-1998 "Instructions for use of products of consumer interest" and related standards. The key items inspected on these samples were fiber content, label, color fastness, formaldehyde and AZO.
