Impact, Overview, Fees and Action Required

Impact Statement:  A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE:  Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements. NOTE:  The standards writer (UL) did not assign an Effective Date for compliance with these new/revised requirements as they most likely had already incorporated the requirements in current listings as being developed.

Overview of Changes:  These revisions are being issued to add overload protection in 9.2-9.4, and related
markings in 26.14 and 26.15. Specific details of new/revised requirements are found in table below.

Schedule:  So that shipping of products with Listing Marks will not be interrupted, an approximateschedule has been established to ensure Listing Reports are found compliant by Effective Date:

  • January 5, 2015 = 8 Month Report Review – Intertek will review all Reports. Update if compliance is verified or issue Findings Letter/Quote for any re-evaluations needed
  • March 6, 2015 = 6 Month Quote Cut-off – Quotes returned for necessary re-evaluations
  • August 7, 2015 = 30 Day Warning – Client advised of all non-compliant Reports to be Suspended
  • September 4, 2015 = Effective Date – ATM Suspended for all non-compliant Reports

Fees:  An initial review of Listing Report (s) will be covered by a direct billing project and will be invoiced at not more than $1000 per report.

Client Action Required:

Information – To assist our Engineer with review of your Listing Reports, please submit technical information in response to the new/revised paragraphs noted in the attached or explain why these new/revised requirements do not apply to your product (s).

Current Listings Not Active? – Please immediately identify any current Listing Reports or products that are no longer active and should be removed from our records. We will do this at no charge as long as Intertek is notified in writing prior to the review of your reports.

 
Description of New/Revised Technical Requirements

NOTE: Additions to existing requirements are underlined and deletions are shown lined out below.

9.2 Added New: Oil heater rated more than 48 amperes and employing resistance heating elements shall have heating elements on subdivided circuits. Each subdivided load shall not exceed 48 amperes and shall be protected at no more than 60 amperes. Exception: See standard.
9.3 Added New: Overcurrent protection devices required in 9.2 shall be provided by manufacturer as an integral part of oil heater or shall be provided by the manufacturer as a separate assembly for independent mounting for use with the oil heater. When the overcurrent protection devices are provided as a separate assembly, the oil heater and overcurrent protection assembly shall be marked as required in 26.14 and 26.15, respectively.
9.4 Added New: Overcurrent protection specified in 9.2 and 9.3 shall be of a type rated for branch circuit protection. A cartridge fuse used for this purpose shall be a Class CC, G, H, J, K, R, T, or equivalent fuse meeting the requirements for branch circuit protection. A plug fuse shall be used only in circuits of 125 volts maximum.
26.14 Added New: When required overcurrent protective devices are provided as a separate assembly in accordance with 9.3, the oil heater shall be permanently marked to indicate that it is to be used only with this separate assembly. For example: This oil heater is to be used only with (manufacturer’s identification) Model (or Catalog) _____ overcurrent protection assembly
26.15 Added New: The separate overcurrent assembly shall be permanently marked, where readily visible after installation, with the name or identifying symbol of the manufacturer, the model or catalog number, and electrical rating.
