Impact, Overview, Fees and Action Required

Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements.

Overview of Changes: Revised to add slow cooker supply cord requirements; add separate action for stay on function for toaster ovens; new and revised requirements for redundant control based on food load ignition test and additional safeguards for toasters. Specific details of new/revised requirements are found in table below.

If the applicable requirements noted in the table are not described in your report(s), these requirements will need to be confirmed as met and added to your report(s) such as markings, instructions, test results, etc. (as required).

Schedule: So that shipping of products with Listing Marks will not be interrupted, an approximate schedule has been established to ensure Listing Reports are found compliant by Effective Date:

  • January 19, 2017 = 8 Month Report Review – Intertek will review all Reports. Update if compliance is verified or issue Findings Letter/Quote for any re-evaluations needed
  • March 18, 2017 = 6 Month Quote Cut-off – Quotes returned for necessary re-evaluations
  • September 19, 2017 = Effective Date – ATM Suspended for all non-compliant Reports

Fees: An initial review of Listing Report (s) will be covered by a direct billing project and will be invoiced at not more than $1000 per report.

22.12.1 Additionally, if a clock operated switch incorporates a stay-on feature which is activated in the same direction as the countdown to OFF, two operations are required to engage the stay-on feature. Note: The clock-operated switch referenced in 22.12.1 shall turn the appliance OFF with a single action or operation.
22.12.2 Only one operation shall be required to turn the stay-on feature off.
22.18 A cord-connected automatic toaster shall be provided with a non-automatically resettable secondary operating control which shall de-energize the heating elements of the toaster in the event of failure of the primary operating control system. The secondary operating control shall consist of a separate set of switch contacts that disconnect the ungrounded conductor of the power supply independently of the primary switch contacts in the ungrounded conductor of the power supply. The secondary operating control shall operate no more than 30 seconds after the maximum operation time as determined in 60.4.2.
Exception: A secondary operating control is not required if there is no ignition of the food load and no ignition of the indicator panel when tested as described in 55.2.5.2 except with all means for de-energizing the heating element defeated. The unit shall operate in this condition for 30 minutes.
55.2.10.6 A single fault condition as described in 55.2.10.1 shall not result in a condition where both the primary and secondary operating controls fail to open the circuit.
60.4InfoToaster secondary operating control operation time – Cord connected automatic toaster test
60.4.1 In reference to in 22.18, the times measured in 55.2.5.3 shall not be more than the maximum operation time as determined in 60.4.2 plus 30 seconds.
60.4.2 Three samples shall be operated for one cycle with the toaster set to maximum operation time that the toaster can remain energized; maximum darkness plus any additional cycle extending feature such as ″Frozen″ or ″Defrost″. The toaster is to be loaded to maximum capacity with slices of commercially available white bread, each weighing approximately 25 g. The test voltage is to be as described in 41.1.14. The time from energization of the toaster elements to when the primary operating control disconnects the ungrounded conductor of the power supply shall be measured. The longest time measured is to be used as the maximum operation time in 22.18.
62.1 To determine compliance with 67.25 and 67.27, representative samples that have been subjected to the tests described in 62.3 – 62.6, shall meet the following requirements:

67.28  All letters in the message panel illustrated in Figure 67.1 shall be black on a white background. Upper case letters shall not be less than 0.08 inch (2.0 mm) in height, and lower case letters shall not be less than 0.06 inch (1.5 mm) in height.
67.29  The signal word ″WARNING″ illustrated in Figure 67.1 shall be in letters not less than 1.5 times the height of the upper case letters in the message panel. The background shall be safety orange. The safety alert symbol shall consist of a safety orange or white exclamation mark inside a black triangle.
67.30  The warning tag shall provide the pictorial warning illustrated in Figure 67.1. The illustration shall be in black, with the check mark in green and the slash mark in red. The width of the illustration panel shall not be less than 1 inch (25.4 mm) and the height not less than 1.5 inches (38.1 mm).
69.11  An appliance shall be provided with the instructions in 69.12 – 69.14, as applicable. These instructions need not be part of the Important Safeguards described in Sections 70 and 71.
69.12  An appliance other than a slow cooker provided with a flexible cord less than 4-1/2 feet (1.4 m) in length shall be provided with the following information:
a) A short power-supply cord (or detachable power-supply cord) should be used to reduce the risk resulting from becoming entangled in or tripping over a longer cord.
b) Longer detachable power-supply cords or extension cords are available and may be used if care is exercised in their use.
c) If a longer detachable power-supply cord or extension cord is used:
1) The marked electrical rating of the cord set or extension cord should be at least as great as the electrical rating of the appliance;
2) The cord should be arranged so that it will not drape over the countertop or tabletop where it can be pulled on by children or tripped over unintentionally; and
3) If the appliance is of the grounded type, the cord set or extension cord should be a grounding-type 3-wire cord.
69.13  A slow cooker shall be provided with the following statement: ″A short power-supply cord is used to reduce the risk resulting from it being grabbed by children, becoming entangled in, or tripping over a longer cord.″
69.14  An appliance which is intended for outdoor use shall be provided with the information in 69.12 (b) and (c) and the following information:
a) Outdoor extension cords should be used with outdoor use products and are surface marked with the suffix letter ″W″ and with a tag stating ″Suitable for use with outdoor appliances.″
b) A statement indicating that the connection to an extension cord should be kept dry and off the ground.
c) ″Store products indoors when not in use – out of the reach of children.″
d) ″Do not clean this product with a water spray or the like.″ (This statement may be omitted if the results of a special water hose spray test are acceptable.)
69.15  A cautionary marking that is required to be on an appliance, including a cord tag, shall be repeated in its entirety or with an equivalent wording in the instruction manual. The marking may be included in the Important Safeguards. This requirement is fulfilled by 71.13 for the cord tag required in 67.27.
71.6  4. ″Do not operate unattended.″
5. ″When heating toaster pastries, always use the lightest toast color setting.″
Exception: If the body of the user manual includes specific instructions regarding toaster pastries, the instructions in the user manual, or equivalent, may replace Item 5 in the Important Safeguards.

71.13  Slow cookers:
1) ″Intended for countertop use only.″
2) ″WARNING: Spilled food can cause serious burns. Keep appliance and cord away from children. Never drape cord over edge of counter, never use outlet below counter, and never use with an extension cord.″
