European Plastics Implementing Measure (PIM)

European plastics implementing measure (PIM) compliance.

Intertek provides regulatory advice and laboratory testing for compliance towards the new European Plastics Implementing Measure (PIM). The regulation for plastic food contact materials, referred to as the Plastics Implementing Measure (PIM), is expected to be adopted within the European Union in 2011. In September 2010 the Standing Committee on the Food Chain and Animal Health voted in favor of this new regulation which is now under 3 months scrutiny by the European parliament and Council. The PIM will replace the currently active plastics Directive 2002/72/EC, among others.

The new PIM will enter into force the twentieth day following that of its publication in the Official Journal of the European Union. Two years after the adoption the new migration testing rules shall apply. Ultimately 5 years after adoption all supporting documents shall be based on the new rules set out in the Plastics Implementing Measure.

Important changes introduced via the PIM are:  

  • Expansion with plastics layers in multi materials in the PIM
  • Changes in the simulants used for migration testing (e.g. no distilled water but 10% ethanol for aqueous and hydrophilic food stuff)
  • One single list specifying whether a particular substance is permitted for use as a monomer or additive
  • Expansion of the list of metal salts of authorized acids, phenols and alcohols that are permitted for use in plastics Revised test conditions for migration testing
  • Separate sets of standard test conditions for overall and for specific migration testing
