Intertek addresses the value of early adoption to stakeholders

Mississauga, ON – Intertek, a leading provider of quality solutions worldwide, helps companies understand and influence Phase 3 of the Canadian Chemicals Management Plan (CMP).

The Canadian Federal Government has begun multi-stakeholder consultations for the third phase of its Chemicals Management Plan (CMP).  Initially launched in 2006, the purpose of the CMP is to assess, and where necessary, reduce the risks posed by chemicals to Canadians and their environment.  After the government’s initial triage of roughly 23000 chemicals, approximately 4300 substances were identified as needing further investigation of these risks by the year 2020, aligning with the global vision of the United Nation’s Strategic Approach to International Chemicals Management (SAICM). To help prioritise efforts, these substances were divided across three phases of the CMP, with the aim to complete all assessments by the designated timeline.

With the launch of Phase 3 of the Chemicals Management Plan (CMP3), the government has extended the program to address the remaining 1550 substances (640 organics, 370 inorganics, 330 polymers and 220 petroleum substances).  A Notice of Intent (NOI) was recently published in the Canada Gazette inviting new, as well as previously identified industry stakeholders, to provide available information pertaining to the processing, function, use, and hazard for these chemicals. Any data provided in response to this Notice, along with data previously gathered under phase 2 of the Domestic Substances List Inventory Update (DSL IU2), will be used to inform and shape future Phase 3 data-gathering and assessment initiatives.

Ms. Joyce Borkhoff, Senior Director with Intertek Scientific and Regulatory Consultancy, states “There are multiple benefits to stepping forward now and registering as a stakeholder in response to the NOI. If companies take advantage of this early engagement, they will be in a better position to understand the data needs, manage internal resources and influence the assessment approach for these Phase 3 substances. As the government moves away from the predisposition to issue company-specific mandatory surveys and maximizes opportunities to engage with industry through sector-wide approaches and joint-industry submissions, this insight will also help companies effectively work with their trade associations to represent their interests.”

Intertek recognizes that Canada's CMP has triggered the need to review and respond to substance-specific reporting requirements, draft assessment reports, and proposed risk-management controls. Intertek’s experts can address these regulatory and scientific challenges and are available to discuss further during GlobalChem, March 22-24, in Baltimore, MD, USA.
