Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements.

Overview of Changes: New Annex C (United States only - Protector Grounding Conductor – For Use in Communications Circuits) and D (Exothermic Welding Connection Systems).

Special Note => In addition, this SUN also announces publication of 1st Edition UL 2703 (Mounting Systems, Mounting Devices, Clamping/Retention Devices, and Ground Lugs for Use with Flat-Plate Photovoltaic Modules and Panels). All UL 467 certified/listed products intended to be used in such PV modules and panels will need to be re-evaluated to the requirements of UL 2703. Any UL 467 certified/listed products identified for use in such PV modules and panels are advised that installers, contractors and local Authorities Having Jurisdiction (AHJs) may reject a UL 467 certified/listed device if used in the PV industry.

Annex C 

New Annex documents requirements for Protector Grounding Conductors.  These conductors are used in NEC 770.100, 800.100, 820.100 and 830.100.  Review of existing certifications is necessary against published requirements in this Annex C including Construction, Markings and Performance. Any products found not in compliance will need to revised and re-evaluated.

Manufacturers may wish to identify all Protector Grounding Conductors and review their existing constructions, markings and performance and submit detailed information as to their construction compliance, furnish any needed marking changes and provide the reference to test data.

Annex D 

New Annex documents requirements for Exothermic Welding Connection Systems.  Review of existing certifications is necessary against published requirements in this Annex D including Construction, Markings and Performance.   Any products found not in compliance will need to revised and re-evaluated.

UL 2703 (Mounting Systems, Mounting Devices, Clamping/Retention Devices, and Ground Lugs for Use with Flat-Plate Photovoltaic Modules and Panels) 1st Edition was published on January 28, 2015. Installers, Contractors and local Authorities Having Jurisdiction (AHJs) may reject a UL 467 certified/listed device if used in the PV industry.

UL 467 certified/listed devices, clips and grounding means intended or identified for use in the PV industry will need to be re-evaluated and re-tested to upgraded requirements in new standard UL 2703. Some of the changes or gap between these two standards are, but not exclusively limited to:

  • 6.5 Fastener threads
  • 6.6 PV module load rating
  • 11.1 Fire resistance rating for roof mounts
  • 13 Bonding path resistance test
  • 17 Temperature cycling test
  • 18 Humidity test
  • 21 Mechanical loading test
  • 22 Bonding conductor test
  • 26.3 Roof installation methods
