GOSTR Certificate for Exports of Cosmetics to Russia

Exports of Cosmetics to Russia need State Registration and GOST R Declaration of Conformity to enter the Russia market.

State Registration was introduced on July 1, 2010 within the Customs Union agreement on the sanitary measures which was signed between three countries: Russia, Kazakhstan and Belarus.

This certificate is valid within the territory of these 3 countries and has an unlimited time limit.

The GOST R Declaration of Conformity, signifies that imported products comply with Russian standards and safety requirements and is only valid within the Russian territory.  It can be limited by shipment or for 1, 2 or 3 years.

The requirements for market entry and customs clearance for cosmetics imported into Russia include:

•   Goods are to be certified against Russian hygiene and safety standards prior to entry into the territory of Russia or the Customs Union.

•   All information contained on the product, its packaging or attached leaflets must be fully translated into the Russian language.

•   The mark of conformity must be affixed to the packaging of the product. It certifies that the product complies with Russian quality and safety standards and was controlled by a certification body accredited by Rosstandart.

 The procedure to obtain the necessary certification takes the following steps:

•   Evaluation of technical and administrative set of documents provided by the manufacturer, stating the product’s characteristics, evaluation of product’s conformity and of manufacturing conditions to sanitary norms and GOST standards.

•   Performing of physico-chemical, microbiological, toxicological and clinical tests.

•   Audit (only for issuance of long term Declaration of conformity).

•   Issuance of State Registration of Customs Union.

•   Issuance and registration of GOST R declarations of conformity in the common Rosstandart register.
