Kingdom of Saudi Arabia – Energy Efficiency Requirements for Lamps

Introduction

Saudi Standards Metrology and Quality Organization (SASO) in coordination with the Saudi Energy Efficiency Center (SEEC) have issued a new technical regulation for the Energy Efficiency Requirements of lighting products in KSA. This new regulation “SASO 2870/2015 — Energy Efficiency, Functionality and Labeling Requirements for Lighting Products” will be enforced on imported and locally manufactured lighting products in the country starting from 1st May 2016.

SASO 2870/2015 covers the requirements for Energy Efficiency, Functionality, Marking, Hazardous Chemicals and Energy Efficiency Label of all lighting products under its scope.

All manufacturers/exporters of lighting products under the scope of the regulation are required to comply with this standard and register with SASO to obtain the Energy Efficiency (EE) Certificate and affix the corresponding Energy Efficiency (EE) Labels on their duly registered products.

Starting from 1st May 2016, EE Certificate and EE label shall be included as requirements in obtaining Certificate of Conformity (CoC) for shipments of lighting products under the scope of SASO 2870/2015.

Beginning 1st August 2016, KSA Customs will be strict in implementing this requirement and will stop allowing any shipment of lighting products without EE label to enter the country.

Scope

This technical regulation covers indirect and direct general light sources having a luminous flux above 60 lumens and below 12000 lumens of the following technologies:

  • Incandescent lamps
  • Halogen lamps
  • Compact fluorescent lamps with integrated ballast (CFLi)
  • Light-emitting diode (LED) lamps (Incandescent retrofit types)
  • Light-emitting diode (LED) lamps (Halogen retrofit types)

Energy Efficiency Requirements

All indirect and direct lamps include incandescent, high & low voltage halogen, CFLi & LED should achieve the maximum allowable Energy Efficiency Index (EEI) by the target dates:

    Stage 1 : 1st May 2016
    Stage 2 : 1st May 2017
    Stage 3 : 1st January 2019

The Application for EE Labelling of Lighting Products will be performed on the online registration system developed by SASO. Intertek can facilitate the application process for manufacturers/exporters. Intertek office in KSA will open a file/database for the client and streamline the whole application process.

Intertek Hong Kong is the only accredited laboratory in Intertek global network as an authorized testing laboratory to perform SASO 2870/2015 energy efficiency, functionality and hazardous chemicals testing for all lighting products.

We can provide you a hassle-free and all-rounded service for SASO regulatory compliances – safety, EMC, energy efficiency and hazardous chemicals.

Moreover, G Marking for Gulf market full enforcement date is 1st July 2016. All low-voltage electrical products being brought onto the GCC marketplace after 1 July 2016 must have the G Marking.
